- Conducts scientific research in the field of financial markets and financial services;

- Researches and formulates strategies and policies in these fields to serve the Ministry of Finance’s state management functions;

- Performs other duties as assigned by the leadership of the Institute.

Dr. Nguyen Cong Nam

Position: Deputy Head of the Division of Financial Markets and Services Development

Academic Title/Degree: Doctor of Philosophy (Ph.D.)

Responsibility:

- Conducts scientific research in the field of financial markets and financial services;

- Be directly responsible for researching and participating in the formulation, evaluation, and review of mechanisms and policies related to securities market development, banking credit activities, and corporate bond issuance;

- Performs other duties as assigned by the Institute’s leadership.

MSc. Luu Anh Nguyet

Position: Deputy Head of the Division of Financial Markets and Services Development

Academic Title/Degree: Master’s Degree

Responsibility:

- Conducts scientific research in the field of financial markets and financial services, focusing on government bonds, insurance, and digital financial services;

- Be directly responsible for researching and participating in the formulation, evaluation, and review of policies and regulatory mechanisms on climate finance, green finance markets, and carbon credit trading; participating in research on policy frameworks for disaster risk finance and insurance; contributing to research on policies for the development of digital financial services, fintech, and the state governance of crypto-assets;

- Performs other tasks as assigned by the leadership of the Institute.
